TACL Toastmaster Club (議會學社)
Identity Snapshot
- English: TACL Toastmaster Club
- Chinese: 議會學社
- Also known as: 乾杯俱樂部 (per the club’s own community record title)
- Era: Contemporary
- Geography: Taiwanese American community
- Core roles: Community organization (TAH directory)
TACL Toastmaster Club was founded in September 1992 by board members and members of the Taiwanese American Citizens League (TACL), with the primary purpose of providing members opportunities to practice English communication skills. The club is affiliated with Toastmasters International (TI), a global organization founded in 1924 by Dr. Ralph C. Smedley in Los Angeles. The club focuses on three core areas: communication skills, leadership skills developed through parliamentary procedure, and self-confidence and personal growth. Meetings are held every Monday evening from 7:30 to 9:00 PM in Room 203 of the Taiwanese Community Center, and include agenda discussions, impromptu responses, formal speeches, evaluations, and joke sharing. Club officers are elected every six months.
Role in the Community
The club’s own community record is held in our corpus: TACL Toastmaster Club 議會學社(乾杯俱樂部) (published 2014-10-12, value band B). The Toastmasters public-speaking tradition the club embodies also appears in the SF chapter’s programming: TAP-SF Professional Series: Public Speaking with Toastmasters (2011) — evidence that English-communication training was a recurring professional-development thread in the Taiwanese American community movement, alongside political and cultural organizing.

(Note:ourjourneys212劉天良《生活座談會簡史》 also matches “TOASTMASTERS” but is false-positive — it documents the 生活座談會 conversation-circle network founded 1971, in which 李成奎 merely translated the Toastmasters International curriculum as internal reference material. Different subject from this 1992 TACL club → not absorbable, do not merge.)
