Role in the Community

Community memoirs record Dr. Chieu as a central figure in the Texas Taiwanese-American movement and a target of the ROC blacklist:

  • Blacklisted for movement leadership. Per the Austin community history 343. Taiwanese Americans in Austin, Texas, Chieu was placed on Taiwan’s blacklist in the early 1970s because he served as president of the Taiwanese associations in both Austin and Houston and was outspoken for Taiwanese democratic freedom; blacklisted people could visit family in Taiwan only after martial law ended and the first democratically elected president, Tung-Hui Lee, took office.
  • ROC blacklist roster. 02 lists him among blacklisted Taiwanese Americans: 成大土木系出身、奧汀德大環境工程博士, then employed by 貝特工程公司; supported the Taiwanese independence movement and had three return-to-Taiwan applications denied in the year before writing. That roster records him as 同鄉會會長 in 八〇年 (1980) and taking the Houston chapter presidency again 「臨危受命」 around the time of writing (2015). HOLD: conflict — second presidency dated 1990 on the TAH profile vs c. 2014-2015 in the 2015 blacklist memoir.   • Houston community-center building fund. 莊承業’s founding memoir 2016 has Chieu joining 建館基金負責人李雅彥、台灣學校吳連山、合作社曾昆聯 to inspect the future 台灣人活動中心 site (四月六日), and a second, interior inspection with his wife and 吳木盛夫婦 (五月十八日). HOLD: conflict — the interior inspection is dated 五月八日 in the English edition 233 (English edition) vs 五月十八日 in the Chinese.
  • 1991 building-fund drive committee. After the 台灣人活動中心 closed escrow on 1991-07-17, the foundation’s 募款委員會 (fundraising committee) listed Chieu among its members under convener 楊朝諭, alongside 曾昆聯, 郭正光, 吳重華 and others — from 莊承業’s memoir 2016.
