Role in the Community
Corpus records (memoirs and movement histories in the vault) document a substantial movement role beyond the TAH press-kit profile:
- TAA founding chapter president (1971): In the founding roster of the 28 chapters of the Taiwanese Association of America (全美台灣同鄉會), Tsai is listed as president of the Ithaca chapter (Ithaca(蔡武雄)) — see 76. 全美台灣同鄉會/吳木盛 and its English counterpart 76 (eng).
- CTIR and the passport birthplace campaign (1992–1994): As director of the Center for Taiwan International Relations (CTIR, 國關中心), Tsai spearheaded the effort to have U.S. passports of Taiwanese Americans list “Taiwan” instead of “China” as place of birth. He drew the precedent from Ukrainian-born colleagues’ U.S. passports at the Library of Congress, questioned NSC Asia affairs director 包道格 at the White House, lobbied the State Department and AIT, and coordinated with FAPA’s Senate Pell amendment — meeting President Clinton’s special assistant with legislator 許添財, Representative Ackerman’s office, and public-relations director 陳重信 and secretary 王羨茹. See 254. 台美人護照出生地改註「台灣」/台灣公論報.
- 四腳仔 defamation trial testimony: Then a division chief at the U.S. Library of Congress, Tsai testified for the defense and famously compared the slur 「四腳仔」 to the French word for wartime Vichy collaborators — a analogy that the American jury could grasp; the memoir credits his testimony as strategically decisive. See 63.「台灣公論報」在紐約創刊的那段日子/陳正修.
- 1989 Washington D.C. scholar reception: NATPA (北美洲台灣人教授協會) and the Center for Taiwan International Relations (負責人蔡武雄) co-hosted the first Taiwan-centric reception in D.C. for Taiwan-studies scholars attending the 41st Association for Asian Studies annual meeting. See 47. NATPA首度回台召開年會的經緯/林靜竹.
These corpus facts are consistent with the TAH employment record (Cornell, Princeton, and Federal Government / Library of Congress service; Ph.D. Library Science, Univ. of Chicago 1970). No date or name conflicts found. (Note: 蔡文雄, a Washington D.C. lawyer among the 1971 TAA registrants in the same memoir, is a different person.)
- 1993 闖關返台 statement drafting (DC): When 郭倍宏, 李應元, 張燦鍙, 王康陸, 陳婉真 and others staged return-to-Taiwan protests, the 全美台灣人權會 (National Alliance of Taiwan Human Rights, 王泰和 president) appealed to Amnesty International; the statements of principle for the arrested returnees were drafted by 蔡武雄 at the DC-based Center for Taiwan International Relations (國關中心) and issued by the Los Angeles human-rights group, with the detained activists then taken up by Amnesty chapters worldwide. See 化作千風:懷念王泰 (2025).
- 2018 NTU alumni open letter (管中閔 controversy): The 2018/07 taiwanjustice.net record of NTU alumni protesting the invitation of 管中閔 to the Southern California NTU Alumni Association lists 「蔡武雄(外文)」 among the signatories — see 07). HOLD: the signatory is tagged 外文系 while this profile’s education record is Library Science (Univ. of Chicago); undergrad department unrecorded here, so identity not auto-merged.
