Role in the Community
Corpus (memoirs and TAH encyclopedia records) documents 陳以德 as a central organizer of the overseas Taiwanese independence movement in the 1960s:
-
After graduating from National Taiwan University he went to the US to study International Relations at the University of Pennsylvania (Graduate School), rooming in Philadelphia with John Lin; their housemate in the same circle was Dr. Tom Yang (Our Journeys 85).
-
Founding member of 3F (United Formosans in America for Independence) together with Dr. Tom Yang, John Lin, Echo Lin, and Tsu-Yi Jay Loo; four of the five were National Tainan First Senior High School graduates (Our Journeys 85 (EN)).
-
First president of United Formosans in America for Independence ([[works/taiwaneseamericanhistory-org/203-e9-99-b3-e4-bb-a5-e5-be-b7-the-first-president-of-united-formosans-in-americ|TAH #203, Jun-66 profile]]); the five founders themselves are recorded in the corpus as 「198. 林榮勳、林錫湖、陳以德、楊東傑和盧主義 / The members of Formosans’ Free Formosa (3F)」, dated 1956-01-01 ([[works/taiwaneseamericanhistory-org/198-e6-9e-97-e6-a6-ae-e5-8b-b3-e3-80-81-e6-9e-97-e9-8c-ab-e6-b9-96-e3-80-81-e9-9|TAH #198]]; bibliographic record only).
-
Credited with launching the first historic demonstration by North Americans Taiwanese against the Taiwan government in front of the UN headquarters in New York ([[works/taiwaneseamericanhistory-org/ff278|TAH #278, record dated 1961-08-03]]).
-
1965-10-29~30: attended the overseas independence congress as 美國「台灣獨立聯盟」主席. He co-chaired the session on forming a new Taiwanese political organization (the other theme, internationalizing the Taiwan question, was chaired by 黃義明). His bodyguard 柯文程 was later found to be an undercover KMT agent (Our Journeys 58, Our Journeys 81).
-
1966-06: at the Philadelphia congress that consolidated the regional UFI groups into 全美台灣獨立聯盟 (United Formosans in America for Independence, UF), 陳以德 became the first executive committee chairman of the new federation; 賴文雄 and 張燦鍙 ran the organization department and 周烒明 became central committee chairman. The short-term work plan he presided over included continuing 《台灣通訊》, placing the 「台灣自救宣言」 in the New York Times, and the 「萬里自由長征」 campus tour of 60+ universities (Our Journeys 234).
-
During the 長征 campaign, as the then-聯盟主席 he translated 「台灣人民自救宣言」 (drafted by 彭明敏、謝聰敏、魏廷朝) into English and distributed it as bilingual leaflets, then on 11-20 coordinated a joint New York Times advertisement with independence organizations worldwide (US fundraising handled by 羅福全 and 周烒明) — the ad ran 1966-11-20 during the 21st UN General Assembly (Our Journeys 7, Our Journeys 234).
-
Founding-era personal record: at the five-member Philadelphia gatherings in the late 1950s, when the founding conversation turned to advocating independence, it was Edward Chen who queried 「Taiwan is a small island without many resources. How can it survive as an independent country?」 — the question the group’s answer (educated, industrious Taiwanese; export prosperity) was built around, in the memoir of the circle’s youngest member (My Stories 897).
-
1983: invited speaker (with 周清玉, 許榮淑, 張旭成) at the Midwest Taiwanese Summer Conference at Oberlin College, hosted by the 克城 community — an unusually large, successful gathering (Our Journeys 74).
-
UFI membership roster records him among the Ohio members (Ohio: 蔡垂憲、徐福棟、鍾桂榮、陳昭星、陳以德、林哲也、曾博禮); a community book-donation list lists him as 「UFI前主席陳以德」 — consistent with his first-presidency record above (Our Journeys 81).
-
HOLD: conflict — the EN text of OJ74 says 「Taiwanese in Cleveland elected Grace Wu Chou as the president of the Taiwanese Association」 while the ZH text says 「克城同鄉推舉吳秀惠為同鄉會長」 for the same 1983 Oberlin conference and the same four speakers. Same event, different president names; not auto-merged (Our Journeys 74 (EN)).
-
3F founding corroborated by the 楊宗昌 memoir lineage: 陳以德、盧主義、林榮勳、楊東傑、林錫湖 founded 3F in Philadelphia 1956; this account dates the reorganisation into 台灣獨立聯盟(UFI)to 1958 — the 1958 side of the UFI-date conflict noted on John Lin’s page — Our Journeys 33.
HOLD: conflict — TAH encyclopedia #276 frames him as 「獨立運動的經營者 / 1950年代」 while the Who’s Who snapshot dates him from 1930/1952; the corpus activities cluster in the 1960s–1980s. Not auto-merged.

1956 — 獨傲村夫「從二戰後全球去殖民化,到台灣國家正常化(下)」:the earliest US-based 台獨 organisation was founded in Philadelphia in 1956 by NTU graduates 林榮勳、陳以德 and 盧主義 as 3F (Free Formosa for Formosans), renamed 「台灣獨立聯盟」/ United Formosans for Independence in 1959 — the article dates the renaming a year later than the 1958 dating on this page’s Our Journeys 33 note (TJJ, 2023-06-02). The same passage recurs in the 2024 and 2025 re-issues of the article, adding that the renamed UFI began publishing and lobbying the US Congress with Kennedy-administration support (TJJ, 2024-02-25; TJJ, 2025-03-28).
