Lai Ting-yu (賴廷與)

Community relevance (Tier E — living memory of transnational repression, CONTROL §1b): He is the target of the surveillance operation alleged in United States v. Wanying Zhang — the case that first reached the Taiwanese American community directly. He is also the eldest son of President Lai Ching-te and, per the record below, a U.S.-resident engineer: the community tie is documented, not assumed. This page is the community’s current-history event record of that case as it touches him. Under the biography standard (Leonard ruling 2026-10-08) we record what he does and where he is; we do not withhold high-value information, and every claim below carries its status and source.

Identity Snapshot

Why this page exists

Two independent reasons, both documented in the archive:

  1. He is in our record already. Before this page existed, his name, education, employer, and residence were recorded on Wanying Zhang’s page — facts that lived only inside someone else’s page, which is exactly the half-edge problem CONTROL §1b and the kinship rule exist to fix.
  2. The family tie is sourced, not inferred. sources/zh-wikipedia-lai-ching-te.md states “家庭:妻 吳玫如,兩子.” A documented family relationship in our own archive is the tie that qualifies him under Tier E. Absence of a page was never evidence of absence of a tie — that reasoning would have excluded every new community member forever.

Case Record — how the operation touched him

  • 2025-09-01 — per the affidavit, Wanying Zhang and “Individual 1” (identified by CBS News as Fatai Miao (苗發泰, phonetic), 54, an Irvine construction entrepreneur — not charged, an FBI person of interest) rented a vehicle in the Seattle area and surveilled the suburban home of “a close relative of a high-ranking Taiwanese official,” filming the family arriving home; a neighbor’s camera recorded them. alleged, attributed to the criminal complaint.
  • 2026-10-04 — Zhang arrested at LAX. The complaint names only “the Victim”; law enforcement sources told CBS News the target was Lai Ting-yu. sourced as reporting, not as adjudicated fact.
  • 2026-10-09 — indictment filed in the Central District of California (conspiracy + unregistered-agent charges, mirroring the complaint); the defendant was ordered held in pretrial detention and a post-indictment arraignment set for 2026-10-23. alleged, attributed to the indictment as reported by NBC News (2026-10-18). Nothing about him changes: he remains the person surveilled.
  • 2026-10-23 — the defendant pleaded not guilty at the post-indictment arraignment in downtown Los Angeles; the court set a pretrial hearing for 2026-11-12 and trial for 2026-11-30 in Santa Ana (estimated four days). sourced as reporting (CBS News, Josh Boswell, 2026-10-23; NBC Los Angeles/AP; INQUIRER.net US Bureau). A not-guilty plea is a procedural act, not a finding of fact about anyone on this page. Nothing about him changes: he remains the person surveilled, not a defendant, charged with nothing.

Nothing here asserts his guilt, knowledge, or conduct. He is the person surveilled.

Case posture — 案件立場

  • United States v.
  • Which proceedings are whose: the only court proceedings in this record are U.S. judicial — the criminal case against Wanying Zhang in the Central District of California. There are no ROC judicial proceedings against anyone on this page. The alleged tasking side (PRC actors, per the complaint as reported) has initiated no judicial proceedings in this record; the PRC-side conduct described is an alleged foreign unilateral measure (surveillance on U.S. soil), labeled alleged throughout and attributed as the accuser’s account, never adopted as fact.
  • Lai Ting-yu himself: not a defendant — no proceedings of any kind target him in this record. He remains the person surveilled; his posture carries no charge.
  • Co-subject posture: Fatai Miao (苗發泰, phonetic) — not charged, an FBI person of interest (CBS/CNA/NY Post, registered 2026-10-20). Edric Ding (defendant’s husband, named in the 2026-10-23 reporting) — not charged, appeared at earlier hearings, absent at the arraignment; Tier D, no page (vault Edric hits are substring collisions: Dr. Edrick, Cedric Yang).
  • 2026-10-23 posture update: arraignment held, plea not guilty, pretrial 2026-11-12, trial 2026-11-30 (Santa Ana, est. 4 days) — the only U.S. proceeding in this record remains United States v. Wanying Zhang; still no ROC proceedings and still no proceedings of any kind against him.
  • Accuser’s own caveats kept: the complaint names only “the Victim”; the identification of the target as Lai Ting-yu comes from law enforcement sources speaking to CBS News, not from the charging document; the “Individual 1” name is a phonetic rendering. Whether any PRC-side organizer faces proceedings is 態勢不明 — NEED YOU (tracked below).

NEED YOU

  • Whether either son has ever been publicly described as a U.S. citizen or permanent resident. unknown — do not infer from residence.
