The Baltimore–DC community memoir (大華盛頓區台灣同鄉會四十週年回憶（Our Journeys 138）) places him at the core of the early Taiwanese physician community there:

In the early 1960s the Taiwanese population in Baltimore and Washington DC numbered only about a hundred, half of them doctors and their families, concentrated around Johns Hopkins as interns and residents. 黃錫勳 is named among that founding circle (with 陳庵君, 洪朝煌, 曾伯元, 許日章, 陳建南, 鄭顯綬, 石岫, 黃碩文, 卓金泳 and others).
The memoir’s retrospective, written for the Greater Washington DC Taiwanese American Association’s 40th anniversary, lists him among departed friends no longer living (“多人甚至不復在世——黃際鑫、黃錫勳、洪朝煌、曾伯元、石岫、陳炳耀”), consistent with the 1994 end-date on his profile.
