林福裕1931 年 11 月 19 日出生於臺北木柵，由於父親林朝聘、母親張金蘭皆在臺北市任教，年幼的林福裕在木柵鄉下由外婆帶大。童年時光從外婆及兒時玩伴習得不少老唸謠，如《新娘新噹噹》、《指呀指鮕代》等歌謠。
