Doctrinal diff: what Beijing deleted between 1993/2000 and 2022
Analyst-consensus compilation of the three PRC Taiwan white papers (1993-08, 2000-02, 2022-08). The tell is what was removed.

Deletions (present 1993/2000, absent 2022)
- 1993: Taiwan keeps its own armed forces — gone by 2022.
- 1993 + 2000: “the mainland will not dispatch troops or administrative personnel to the island” — gone. Single most consequential change; read as post-HK recalibration.
- 1993: coexistence of socialism and capitalism without engulfing — gone.
- Equal-footing negotiation with the ROC government replaced by “all parties, all sectors, all social strata” — bypasses elected institutions.
- 2000’s promise that Taiwan’s OCT-S would be looser than HK/Macau’s — gone; 2022 instead says Two Systems is subordinate to One Country.
Additions in 2022
2049 rejuvenation deadline; the CCP named as the actor (earlier papers were state-centric); “external interference” as a use-of-force trigger.
Historical rebuttals (Taipei Times, 2022-08-13)
- Sui dynasty “Liu Qiu” expeditions (605–607) probably reached Okinawa; no administration established.
- Dutch (1624) found no Chinese officialdom; a Ming emperor told the Dutch the island was “beyond our territory.”
- Kangxi (1683) called Taiwan “outside our empire and of no great consequence,” and offered to let the Dutch buy it back.
- 1895 Republic of Formosa omitted from the narrative.
- Cairo/Potsdam were joint communiqués/news releases, not treaties; the Treaty of San Francisco is the only formal treaty dealing with Taiwan sovereignty (Japan ceded it, recipient unspecified) — which the paper calls “illegal and invalid.”
- Mao’s 1937 quote to Nym Wales (Helen Snow) on Taiwan liberation actually concerns Koreans’ struggle — “the same thing applies for Taiwan” — in an independence context.
- Statehood test: Montevideo Convention 1933; UN Charter Art 1.2 self-determination.
The “unholy” claim
The 2022 paper asserts the 1949 PRC “inherited” sovereignty including Taiwan — though the PRC never administered the island. Taiwan’s MOFA and MAC rebutted the paper after publication.
