On 27 Feb 1947 a Monopoly Bureau officer in Dadaocheng beat widow Lin Chiang-mai (林江邁) and shot bystander Chen Wen-si (陳文溪); the 28 Feb uprising drew KMT reinforcements in early March, the frame widening to village purging by 16 May. The 1992 EY report put the dead at 18,000–28,000. Martial law (1949–1987) kept 228 unsayable until Lee Teng-hui in 1995; the Compensation Act followed on 7 Apr 1995. It is the founding memory of why self-rule cannot be ceded to a government that could do this to its own people — the moral spine of the counter-narrative. See counter-ccp-narrative and presbyterian-church-in-taiwan (PCT statement lineage, “over 20,000” wording).
