Historical Context

The DPP’s roots were in the Tangwai movement, which formed in opposition to the Kuomintang’s one-party authoritarian rule under the “party-state” system during martial law. This movement culminated in the formation of the DPP as an alternative, but still illegal, party on 28 September 1986 by eighteen organizing members at Grand Hotel Taipei, with a total of 132 people joining the party in attendance. The new party members contested the 1986 election as “nonpartisan” candidates since competing parties would remain illegal until the following year.

These early members drew heavily from the ranks of family members and defense lawyers of political prisoners, as well as intellectuals and artists who had spent time abroad. They were strongly committed to political change toward democracy and freedom of speech, press, assembly, and association.

At its founding the DPP consisted of three factions: the Kang group (moderate, led by Kang Ning-hsiang), the New Tide faction (intellectuals and social activists led by Wu Nai-ren and Chiou I-jen), and the Progress Faction led by Lin Cheng-chieh. Moderates later coalesced around the Formosa faction, founded by those arrested during the Formosa Incident after their release from prison.

Between 1988 and 1991, the New Tide Faction pushed the independence issue, bolstered by the return of pro-independence activists from overseas who were previously barred from Taiwan. In 1991, party chairman Hsu Hsin-liang agreed to include language in the party charter which advocated for the drafting of a new constitution and a declaration of independence.

Leadership and Presidential Elections

The DPP has had three party leaders serve as President of the Republic of China:

The 2024 election made the DPP the first party to win three consecutive presidential terms since direct elections were introduced in 1996.

Ideology and Policies

The DPP’s political stance is described as centre-left. It is generally described as progressive, liberal, social liberal, and social democratic. The party takes a Taiwanese nationalist position, advocating for strengthening Taiwanese identity. It opposes the Kuomintang and mainland China’s pan-Chinese nationalism, and criticizes China’s claims of sovereignty over Taiwan as colonialism or imperialism.

The DPP defines its own identity as anti-communist and anti-imperialist in the context of opposition to the PRC and united front activities. Programs supported by the party include moderate social welfare policies involving the rights of women, senior citizens, children, young people, labor, minorities, indigenous peoples, farmers, and other disadvantaged sectors. Its platform includes a legal and political order based on human rights and democracy, balanced economic and financial administration, fair and open social welfare, educational and cultural reform, and independent defense and peaceful foreign policy with closer ties to the United States and Japan.

Stance on Taiwanese Independence

The current official position of the party is that Taiwan is an independent and sovereign country whose territory consists of Taiwan and its surrounding smaller islands and whose sovereignty derives only from the ROC citizens living in Taiwan, based on the 1999 “Resolution on Taiwan’s Future.” It considers Taiwan an independent nation under the name of Republic of China, making a formal declaration of independence unnecessary.

The DPP rejects the so-called “One China principle” as the basis for official diplomatic relations with the PRC and advocates a Taiwanese national identity which is separate from mainland China. By contrast, the KMT or pan-blue coalition agrees that the Republic of China is an independent and sovereign country that is not part of the PRC, but argues that a one China principle can be used as the basis for talks with China.

Taiwanese-American Connection

The DPP maintains overseas organizations in the United States, including the DPP US West Chapter. |Ken Wu (吳兆峯), a Los Angeles-based Taiwanese-American community leader and FAPA Los Angeles chapter president, serves as an executive committee member of the DPP US West Chapter.

The party’s democratization history — including the Kaohsiung Incident (1979), the lifting of martial law (1987), the Wild Lily Movement (1990), and the first direct presidential election (1996) — is documented in |Toward a Community of Hope by |Dr. Albert S. Lai (賴信雄), whose 1971 dissertation chronicled the founding of |FPCLA and the broader Taiwanese-American church experience. The DPP’s current minister of the |Overseas Community Affairs Council (OCAC) is Hsu Chia-ching (徐佳青). The party’s current chairperson is |Lai Ching-te (賴清德), and its 2024 presidential candidate was |Tsai Ing-wen.

Overseas party organization in the record

The corpus documents the DPP’s overseas apparatus in the United States as a standing community structure, not merely a chapter footnote. TAHS’s own bibliographic record preserves dedicated pages for the DPP America-West Chapter (民主進步黨美西黨部), its Seattle Branch (西雅圖分部), the DPP Silicon Valley 矽谷支黨部, and the DPP Eastern US chapter. Bay Area community rosters record DPP office-holders drawn from the Taiwanese-American leadership pipeline — 洪順五 as DPP America-West chair, 張富美 as overseas National Assembly delegate, and 陳芳明 as party propaganda director, all listed among alumni of the Northern California Taiwan Union Association ([[works/taiwaneseamericanhistory-org/ourjourneys37|Our Journeys #37]]).

The founding period is also recorded from this side of the Pacific. On 28 September 1986 the DPP was founded and “台灣開始邁上政黨民主政治之路,海内外台灣同鄉興奮不已”; on 3 February 1987 the DPP’s first diplomatic tour arrived in the Bay Area as its first stop, greeted by a joint banquet of the Northern California associations, and on 7 November 1989 the “民主聖火” reached the Bay Area when 黃信介 spoke at UC Berkeley, stirring the democratization wave there ([[works/taiwaneseamericanhistory-org/ourjourneys38|Our Journeys #38]]). The 1987 NATMA medical mission to Taiwan visited the DPP headquarters alongside the KMT, the Legislature, and the Ministry of Foreign Affairs, and — through 陳永興’s arrangements — detained dissidents in Tucheng Prison ([[works/taiwaneseamericanhistory-org/ourjourneys74|Our Journeys #74]]). In mid-November 1988 a FAPA leader secretly returned to Taiwan and lobbied the DPP’s Standing Committee into adopting a resolution to promote the “公民投票運動” (one-vote/citizens’-referendum campaign), “在台灣播下公民投票的種子” ([[works/taiwaneseamericanhistory-org/ourjourneys197|Our Journeys #197]]). The Taiwan PEN Club, by its own account, “一直是民進黨及台聯的強力支持者,” and in March 2004 fielded a 60-plus-person presidential campaign team back to Taiwan for the DPP ([[works/taiwaneseamericanhistory-org/ourjourneys12|Our Journeys #12]]).

The 16 January 2016 presidential and legislative victory, which made Tsai Ing-wen Taiwan’s first female president, is recorded in the community milestone ledger (Milestone 49) and in overseas reporting on Bay Area return-voters — anesthesiologist Simon Lin of Whittier Hospital and other Taiwanese-American delegations attending the DPP’s Yuanlin rally in green jackets ([[works/taiwaneseamericanhistory-org/ourjourneys192|Our Journeys #192]]).

The diaspora side of the founding is recorded in the movement memoir: in March 1986 overseas supporters declared a party in New York — the 台灣民主黨 — vowing to migrate it back to Taiwan, with 許信良, 謝聰敏 and 林水泉 joining and 梅心怡 as English-language spokesperson; Bay Area Chinese-Americans raised roughly $500,000 to fly long-blacklisted figures into Taiwan in late November 1986 ([[works/taiwaneseamericanhistory-org/our-journeys-363|Our Journeys #363]]). The overseas apparatus then formalized: in the summer of 1991 DPP party headquarters were established separately on the US East and West Coasts, with Washington’s 黃仁宗 addressing the Midwest NTC summer conference to urge enrollment ([[works/taiwaneseamericanhistory-org/our-journeys-379|Our Journeys #379]]), and the DPP-AE (民進黨美東黨部) stands listed among New Jersey-area Taiwanese organizations ([[works/taiwaneseamericanhistory-org/ourjourneys356|Our Journeys #356]]). 彭良治, former chair of the All-North America Chamber of Commerce, is recorded as DPP East Coast chair in a 349th-issue roster of movement figures ([[works/taiwaneseamericanhistory-org/349-our-journeys|Our Journeys #349]]).

The movement’s community real estate doubled as party infrastructure: the New York Taiwan Center (台灣會館), bought in 1986 by Greater New York Taiwanese and the first overseas Taiwanese community center, is described as a key overseas beachhead for DPP supporters, where Tsai Ing-wen, Chen Shui-bian, Annette Lu, Frank Hsieh, Su Tseng-chang and Yu Shyi-kun all left campaign records on their way up ([[works/taiwaneseamericanhistory-org/ourjourneys304|Our Journeys #304]]).

HOLD: overseas DPP organizational titles (美西主委 洪順五; overseas 國大代表 張富美; 文宣部主任 陳芳明) are given without dates in [[works/taiwaneseamericanhistory-org/ourjourneys37|Our Journeys #37]]; treat tenure years as unconfirmed.

  • 1991 — At the Los Angeles 台灣文化之夜, singer-songwriter 歐秀雄’s 《勇敢的台灣人》 was credited with raising the artistic standard of DPP campaign songs ([[works/taiwaneseamericanhistory-org/ourjourneys301|Our Journeys #301]]).

  • 2018-02-28 — Joyce Chen(Bay Area 出生、就讀台大)在 228 七十一周年記感中記述:台北市教育局與台北二二八紀念博物館合作推出新課程,並評述「Both the Kuomintang (KMT) and Democratic Progressive Party (DPP) have contradictory intentions to ‘let history speak for itself’」——海外學生視角下兩黨轉型正義論述皆受質疑(All Quiet: An American in Taiwan’s Perspective on 228, 2018-02-28)。

  • 2017-07-19 — Michelle Kuo(《Reading with Patrick》作者)受訪憶述:父母不談1980年代民主鬥士遇害與 228 故事,並將其歸因為「politically motivated by a Democratic Progressive Party trying to shore up support」——Kuo 反駁這是對專制國家的鄉愁;移民家庭將 DPP 的 228/民主化敘事視為政治動員之記錄(A Canon of Our Own: Q&A with Michelle Kuo, 2017-07-19)。

  • 2025-01-03 — Chloe Wu Shih 高中生論文(2024 Betty L. Yu 創作獎推薦刊出)記述:「It is required by the Democratic Progressive Party-ruled government that schools teach more Taiwanese history than Chinese history to emphasize a Taiwanese identity, specifically history about the White Terror」,並以民進黨為台灣獨立建國主張之執政主體立論——海外世代論述中的 DPP 教育政策記述,政策細節未核(A Republic of Taiwan: Breaking the Chains, 2025-01-03)。

  • 2019-10-09 — The taiwaneseamerican.org Double Ten essay “No, Double Ten Is Not ‘Taiwan’s Independence Day’” is written by Chieh-Ting Yeh, whose author bio records that he “worked in strategy planning at the Taiwan’s Democratic Progressive Party,” alongside London’s Demos think tank and the Third Society Party — the party appears in the career of this Silicon Valley-based community essayist, corroborated by the same DPP/Demos/Third-Society tenure on his own page (Chien-Ting Yeh (葉介庭); No, Double Ten Is Not “Taiwan’s Independence Day”, 2019-10-09).

  • 2011-10-14 — The “Support Taiwan” social-media campaign post (byline Ho Chie, i.e. Ho Chie Tsai (蔡和杰)) records “a peaceful transfer of power from the KMT to the Democratic Progressive Party (DPP) in 2000” as the capstone of its democratization narrative (1987 martial-law lift → 1996 direct presidential election → 2000 transfer), while the same post states that TaiwaneseAmerican.org takes no official stance endorsing political parties — the community’s own record of how the DPP’s first transfer of power entered overseas identity-campaign copy (The “Support Taiwan” Campaign on Social Media, 2011-10-14).

  • 2025-08-22 — Vickie Wang’s essay “Who Gets to be Taiwanese?” records the January 2024 election of a DPP president against a KMT–TPP legislative majority, the May 2024 street protests (the Bluebird Movement) that preceded the recall campaign targeting 31 KMT lawmakers, and the recall votes themselves — the first 24 failing on July 26 with 7 more voted on August 23 — while noting that the KMT’s own recall attempt had earlier failed for faking deceased voters’ signatures, dozens arrested. An overseas record of the DPP’s minority-government posture and the 2025 recall storm (Who Gets to be Taiwanese?, 2025-08-22).
