Early Life and Education

Peng Ming-min was born in 1919 in Kaohsiung, Taiwan. He studied political science at National Taiwan University, where he later became a professor. In the 1960s, he pursued further studies abroad, including at the University of Michigan’s Center for Chinese Studies.

Democratic Activism

The 1964 Self-Salvation Movement

In 1964, Peng, along with students Hsieh Chun-min and Wei Ting-chao, drafted the “Taiwan Self-Salvation Movement Manifesto” — a declaration calling for Taiwan’s independence, a new constitution, and UN membership. The manifesto proposed three main ideas:

  1. Reject “reunification” — Taiwan should not be “unified” with China; instead, a new sovereign state should be established
  2. Draft a new constitution — Establish a liberal, democratic, lawful, and rights-based government
  3. Join the United Nations — Seek UN membership and abide by international order to contribute to world peace

The manifesto was leaked to the press, and the Kuomintang (KMT) government’s secret police arrested all three. In 1965, they were sentenced to eight years in prison. In November of the same year, under international pressure, they were amnestied but placed under house arrest with 24-hour surveillance by the secret police.

Escape to the West

In 1970, after five years of careful planning, Peng successfully escaped. With the wisdom and courage he possessed, he evaded the KMT’s secret police surveillance and safely reached the Swedish capital of Stockholm. In September 1970, he obtained a “stateless” passport from the Swedish government and entered the United States through the Detroit customs. The next day, he arrived at the University of Michigan’s Center for Chinese Studies, where he met the center’s director, Dr. Mulbright.

Academic Career

After settling in the United States, Peng became a scholar at the University of Michigan. His academic work focused on international law, and he wrote extensively on Taiwan’s international status. His book on international law became a key reference for his students.

Political Career

Founding the Democratic Progressive Party

In 1986, Peng became the founding chairman of the Democratic Progressive Party (DPP), Taiwan’s main opposition party. Under his leadership, the DPP became a major force in Taiwan’s democratic transition.

2000 Presidential Election

In 2000, Peng ran for president as the DPP candidate but lost to |Chen Shui-bian. His campaign was marked by his vision of Taiwan’s independence and international recognition.

Philosophy and Legacy

Peng Ming-min was a man of great wisdom and courage. His life was marked by three sources of help:

  1. His mother’s love — sent him to Taipei to learn trade
  2. His wife’s vision — decided to move to America to open new horizons
  3. A friend’s help — “when far from home, a friend makes all the difference”

He described his life as having always been blessed by “noble people” (貴人) who helped him at critical moments.

Connection to the Taiwanese American Community

Peng’s connection to the Taiwanese American community was deep. The memorial tribute was written by 楊嘉猷 (Charles Yang), president of the Taiwanese American Historical Society and a founding member of NATPA. Yang knew the Peng family since his youth: his mother had worked with Peng’s family at Taichung Normal School, and the Yang and Peng families were already acquainted through their shared roots.

Yang’s relationship with Peng deepened in the late 1980s. In 1989, when Yang was recruited by DPP chairman Huang Hsin-chieh to run for Taichung County magistrate, Professor Peng invested considerable time in campaign support — making multiple appearances, holding seminars to raise funds and endorsements, and staying at former Representative Tian Zaiting’s residence in Fengyuan. He visited Yang’s campaign office regularly to encourage staff and connect with voters.

Through these connections, Yang came to see Peng as a model of Taiwanese intellectual integrity: “He was a man of wisdom who did not hide his intelligence; he did not play it safe, did not remain neutral, but spoke courageously for Taiwan and the Taiwanese. He was benevolent — he had great love for Taiwan and its homeland, leading the way in promoting Taiwan’s independence, democracy, progress, and development. He was brave — when Taiwan faced crises, when Taiwanese suffered, when Taiwanese Americans encountered disasters, he always demonstrated moral courage and stepped forward.”

Community Recognition in the United States

  • 1979 — Taiwan State-Building United Front (臺灣建國聯合陣線): After the KMT’s mass arrests following the 美麗島 incident (December 1979), the United Front was founded in New York on December 15. Peng’s organization, the Taiwan Association (臺美協會), was among the founding groups, alongside the Formosan Independence League, the Taiwan Democratic Movement Overseas Alliance, and others.
