Role in the Community
- Corpus memoirs written by his wife 黃美星 document the founding of the Taiwanese American Center of Northern California (TACNC): after the 2000 political transition in Taiwan, she and Dr. Chang began recruiting like-minded association members to create a permanent Taiwanese American Center, and he was among the organizers of the TACNC Preparation Committee (with Te-hui Chen, Ching S. Shir, Kuang-po Chen, Tien-tun Shih, Davis Chang, Hwalin Lee, David Weng and others); the Center opened in April 2003 in clinic space sponsored by Dr. Ye-Ming Wu. See Our Journeys 24.
- He chaired the Center in its early years and turned the chairmanship over to Te-hui Chen in 2007, when the search for a permanent building began; the couple later helped broker the 2009 joint arrangement with Canaan Church for the 8,400 sq ft Center in San Jose’s Golden Triangle. See May-Sing Chang.
- North American Taiwanese Association (北加州台灣同鄉聯合會) leadership. The association’s commemorative history lists him among its former presidents and as 全美會美西理事長 ( 紀哲嘉; English edition 37 (EN)). He served as the Federation’s 20th president: under him the Federation made the promotion of Taiwanese culture a core mission, hosting 台灣文化之夜 on July 12, 1992, and his wife May-Sing Chang’s vocal concerts helped spark the Bay Area’s flourishing Taiwanese cultural movement (38. 北加州台灣同鄉聯合會會史). 林健次’s memoir of the association’s 1994 internal dispute records him, as 西區理事長, phoning the sitting president to secure a five-minute speech slot at the Spring Festival gala for 洪茂澤, then president of the全美台灣同鄉會 — an episode at the center of that year’s 雙重標準 controversy ( 林健次).
- Consistent with his TAH profile entries “Key Member in Establishing — Taiwan Center / North CA” and “First President — Taiwanese American Foundation of North California”.
- The Chinese edition of his wife’s memoir adds founding detail: the Center (“北加州台美人的第一間公厝「台灣會館」”) was established in Fremont in March 2003 — the family moved to the Bay Area from Oklahoma in 1988 and their home hosted weekly Saturday meetings that seeded the idea; the Preparation Committee named in the Chinese text also includes 邱俊邦 (Chun Chiu), 林典謨, 翁嘉盛 (David Weng), 高淑貞 (Shu-chen Kao), 林天摩, 重義 邱 (Kuang-I Chiu) and 陳振和 beyond the English edition’s list; in September 2004 the Center hosted America’s first Taiwanese school, after which the 2,800–3,000 sq ft Fremont space became insufficient, leading to the 2009 Canaan Church arrangement. See 黃美星 (中文版).
- His TAH encyclopedia records are preserved at [[works/taiwaneseamericanhistory-org/199-dr-shinn-sheng-chang|TAH #199]] and [[works/taiwaneseamericanhistory-org/whos-who-893-shinn-sheng-chang|TAH #893]].
- HOLD: Preparation Committee convener. The association’s own history (38) names 張信行 as the Feb 16, 2003 Preparation Committee’s 召集人, while his wife’s memoirs (24 / 53) present the founding as her-led with him among the organizers and credit the stage announcement to her. Kept both attributions side by side; not auto-merged.
- Corpus re-check (2026-10-09, deepen-x slice 10081018-9): fresh grep (張信行/Shinn-Sheng) across all five corpus dirs — one false positive (ourjourneys76, 書信行之) and three records not previously linked: 38. 北加州台灣同鄉聯合會會史 (20th-president term, 1992 台灣文化之夜; and the 2003 Spring Festival fundraising, where president 張祿生’s drive raised US$30,000 and the Feb 16 Preparation Committee named Dr. Chang as 召集人 (convener) with 陳光博 as 總幹事 — absorbed above), 37 (EN) (his name in the former-presidents and 全美會美西理事長 lists — absorbed above), and 楊寧茵 2014-09 — a published feature naming the couple as the Taiwan House’s principal movers (bibliographic record only in the corpus). One detail newly absorbed: the launch was timed to the North American Taiwanese Association’s 30th anniversary celebration, where — on the advice of Federation President Davis Chang (rent first, fundraise US$30,000 for two years) — May-Sing Chang announced from the stage that the Center would open within three months, after she secured pledges of US$2,500 each from more than ten community members; the first Fremont site was Dr. Ye-Ming Wu’s donated 3,000 sq ft clinic floor, leased from April 2003.
- Corpus re-check (2026-10-11, deepen-x slice 10100700-14): fresh grep (張信行/Shinn-Sheng/Chang) across all five corpus dirs — hit set (14 files) identical to the 2026-10-09 pass, all already linked above. One new detail absorbed from the English edition of the association history (38 (EN)): the Feb 16, 2003 Preparation Committee divided its work — Kuang-po Chen as Secretary General, with May-Sing Chang, Shu-chen Kao and Yeh-chin (Te-hui Chen’s wife) each taking charge of administration, programs, and finances respectively; the Center began hosting events on May 1, 2003 and soon held more than 40 events a month.
