Identity Snapshot
- English: Taiwanese American Citizens League
- Chinese: —
- Era: Contemporary
- Geography: Taiwanese American community
- Core roles: Community organization (TAH directory)
The Taiwanese American Citizens League (TACL) is a national 501(c)(3) nonprofit organization established on July 13, 1985 by Li-Pei Wu. Founded to promote the rights and welfare of Taiwanese Americans and foster active participation in American civic life, TACL modeled its approach on the Japanese American Citizens League (JACL), which had demonstrated how a minority community could build institutional credibility and political voice. TACL is run entirely by unpaid volunteers.
Role in the Community
The corpus documents TACL’s founding leadership and chapter network across the Taiwanese American movement. Its first president was Li-Pei Wu (吳澧培), serving from 1985, recorded in the TAH community history (Li-Pei Wu, first TACL president). Chapter-level records include the Houston chapter (TACL Houston, 2014) and Northern California (TACL NorCal), a TACL Toastmaster Club (TACL Toastmaster Club), and the Leadership Identity Development camp that seeded the next generation (TACL-LID Camp, 2015/07). TACL also co-published a national quarterly newsletter with TAP (TAP national quarterly newsletter, 2017).
-
Second president 周實 (1986-11) turned TACL into the census-advocacy engine of the movement: at the 1986-12-17 board meeting he moved the creation of a Census Committee (周實、鍾茂智、黃森元、楊子清), which became the 「1990年美國人口普查台美專案委員會」; TACL then had an office in Rosemead and 總幹事 鄭金德. His own band-A memoir is preserved in the corpus — 2016.
-
1993-08-07 — TACL-NJ, together with WATAA, sponsored the first Taiwanese-American softball tournament for the second generation at Woodlot Park, South Brunswick, N.J. — 347. Taiwanese-American Softball Tournament – New Jersey Invitational.
-
Youth leadership pipeline beyond the LID Camp: the TACL Summer Conference 台美青少年夏令營 is held in the corpus as a bibliographic record — 33. TACL Summer Conference 台美青少年夏令營.
-
Founding-era primary records (re-grep 2026-09-21, slice 09201400-2). The founding 籌備委員會’s own 簡介 is preserved with its four founding purposes (civic participation, inter-ethnic coalition, citizen-duty programs, cultural promotion), its non-profit/non-partisan character, and its member-assembly/board structure — 台美公民協會籌備委員會. A 1991 community-safety initiative is recorded as 21. 台美公民協會成立熱線 協助警方掃除惡徒 1991 (hotline set up with police against crime), and a youth program as 11. 台美公民協會冬令營 (2015-08-26, bibliographic only). TACL is also recorded as one of the standing host bodies of the nationwide Taiwanese American Community Scholarship Awards for local high-school graduates, organised by chapters alongside 同鄉會/會館/婦女會 groups ( T.A. Archives).
-
Corpus re-grep 2026-09-21 (slice 09201400-2): prior hit set (Houston chapter, ff347, OJ 253, TACL/TAP newsletter, LID Camp, record 33) already linked above.
-
TACL’s own newsletters (re-grep 2026-10-09, slice 10080949-17). TACL published its own 通訊 in the late 1980s–1991 — three issues are preserved in the corpus as magazine records: 03, 09, and 09 — the institutional record between the 1985 founding and the census-era campaigns.
-
Institutional-growth memoir by the second president. Beyond his OJ 253 census essay, 周實’s organizational history of TACL’s first decade is preserved as 2017.
-
Chapter network, expanded. The New Jersey chapter is documented both as a chapter record ( TACL 台美公民協會紐澤西分會, 2014-12-29) and inside community memoirs: the NJ chapter (with 溫莎區台美協會) co-founded the 紐澤西壘球公開賽 in 1993 for the second generation, and the chapter’s first softball tournament is recorded in the corpus alongside the ff347 tournament account. A 大洛杉磯東南區分會 (Southeast LA district chapter) hosted the 喜瑞都族裔文化節 — 台美公民協會大洛杉磯東南區分會 (2016-10-14). TACL is also named among the bodies staffing the 台美人活動中心 committee alongside 同鄉會/台灣學校/台商會/長春會/基金會 members.
-
Note: the corpus titles the NJ chapter record “Taiwanese American Citizen League” (singular) — same name conflict as the HOLD below; the record link stands, not merged.
-
Census-advocacy lineage, 2000–2020 (re-grep 2026-10-10, slice 10092054-1). TACL’s census work is documented in its own program records: 11. TACL Census 2000 and 12. TACL Census 2010 (2015-07-30); the 2020-cycle campaign is recorded as TACL (2019-10-30), and 何義麟’s Bay-Area essay documents the campaign’s slogan 「自己的認同自己報 / This is who we are. Make it count.」 with TACL named as the responsible organization — 2020.
-
Internship & youth programs as primary records. The standing programmes listed in the 2020 TJJ release are preserved as work records: TACL and TACL (2015-07-29), plus the youth camp 9. TACL – Leading Youth Forward (LYF) Camp (2015/07) alongside the LID Camp already linked above.
-
Chapter scholarship records. The community scholarship programme (see OJ 303 above) is documented at chapter level as TACL-LA and TACL OCTA (Orange County) (2015-07-21).
-
Advocacy action. TACL’s protest against the 9004 bill is preserved as a demonstration record — 14. 反對制定9004法案的示威遊行 by 台美公民協會 (2015-08-24).
-
Central (總會) record. The national organization itself is recorded in TAH’s directory as 1. TACL 台美公民協會 (總會) (2014-12-31).
-
New Jersey chapter, expanded. First president: Stephan Tsai, 1992 — 1992. The NJ softball tournament is recorded as 2017 — 1993 first edition, 5 teams from NJ/NY/PA, co-hosted with 溫莎區台美協會. HOLD: NJ chapter operating span — the community survey 356. 紐澤西州的台美團體 lists 台美公民協會紐澤西分會 as 「三年就停止運作」, while the 2014-12-29 chapter record and the 1993 tournament account document active operations; spans never merged.
HOLD: conflict in name — the corpus record titles the organization “Taiwanese American Citizen League” (singular) while this page and the TAH directory use “Taiwanese American Citizens League”; never merged.
- 25th-anniversary gala, 2010 — national leadership named. TACL’s 25th-anniversary gala/casino night at Café Pinot, downtown Los Angeles, drew over 300 community members; Ben Ling was TACL National President directing the event, with TAP Chairman of the Board Teddy Liaw as emcee, and the 2010 honorees were civil-rights lawyer Karin Wang and SF Board of Supervisors President David Chiu — Reflecting on TACL’s 25 Year History and Legacy.
- 30th-anniversary gala, 2015-09-05 (NYC). The 30th-anniversary black-tie gala was held at the Manhattan Penthouse, NY, timed with the TAP National Convention “Our Next Chapter” with TAP chapters from NYC, Atlanta, Austin, Boston, DC, LA, SF, SD and Seattle — NYC Gala Celebrates TACL’s 30th Anniversary.
- Leadership Conference → Global Leadership Organization. The TACL Leadership Conference is recorded as having later become Global Leadership Organization (GLO) — Jonathan Chen profile, which also documents the conference’s leadership curriculum designed with community leader Teddy Liaw.
- 台美人活動中心 committee roster (1993). The committee’s founding roster names TACL’s representative as 蔡丁財 (alongside 同鄉會趙紀諭、台灣學校蔡炳全、台商會吳文馨、長春會歐壽昌、基金會莊承業、熱心同鄉李紗英); first meeting 1993-02-08, term to 1993-04-30 — 2016 (expands the committee mention above, previously unlinked).
- 2020 census campaign, primary records (re-grep 2026-10-12, slice 10120200-1). The CounTA 「Write in ‘Taiwanese’」 campaign is preserved as its own work — Census Day is April 1, 2020: Write in ‘Taiwanese’ (2019-10-17) — naming the campaign staff: TACL Campaign Director Christina Hu (胡若涵) presenting the media kit to President Tsai in NYC, Creative Director Leona Chen (also TaiwaneseAmerican.org editor-in-chief), and collegiate lead Roy Cheng (ITASA national president). TACL’s formal response to Pew Research Center merging Taiwanese data with Chinese is recorded as TACL statement on Pew’s Asian American data (2021-05-01) — the institutional companion to the 2021-09-26 TJJ coverage already in From the record.
- Journalism Internship Program, first-hand intern account. An intern’s own write-up of the TACL/JIP trip to the LA Times (2011-02-07) documents the program’s structure: TACL works with the Rosemead-based Pacific Times weekly to place high-school interns in a professional newsroom, with community events and volunteering alongside — Not Your Ordinary Sunday.
- Chapter scholarship, continued into the 2020s. TACL-OC’s 2022 awards ceremony (2022-06-04 at TECO-OC, ten scholarships to Irvine Unified School District graduates for academics, leadership, and community service) extends the OCTA/LA chapter scholarship records above — TJJ, 2022-05-11.
- Church–TACL overlap (memoir). A Presbyterian church memoir records TACL (台美公民協會) among the organizations — with 南加州台灣同鄉會、南加州台灣長輩會 — where church members played important roles in the 1990s visibility campaigns (台灣加入聯合國 resolutions at presbytery and General Assembly levels) — 2020; a Bay Area 同鄉聯合會-style memoir (台灣協志會) similarly lists 台美公民協會 among Bay Area社团 whose members held key officer posts in TACL and peer groups — 09.
- Political Internship Program, start date 1992. TACL’s own program records state that “Since 1992” the PIP has been TACL’s flagship internship — college students placed for an eight-week summer in local and federal elected officials’ offices in Washington, D.C., with sessions on leadership, identity, policy, and lobby visits — 2015 PIP applications and 2016 PIP. This dates the program to the founding decade, alongside the NJ chapter’s 1992 first presidency.
- OCTA chapter scholarship, leadership roster (2005–2014). The 鄭寶鼎 (Bob Cheng) memorial memoir records the OCTA Taiwanese American Community Scholarship Awards (TACS) as hosted by TACL with 柑縣台灣同鄉會 co-hosting, through successive TACL-OC chapter presidents 陳立明、黃河芬、許新民 — annual awards to graduates of ten Irvine-area high schools, with the 2014 ceremony held at the newly founded 台美史料中心. The memoir also situates TACS within an eleven-city nationwide network (華府/費城/堪薩斯/洛杉磯/夏威夷/西雅圖/休士頓/明尼蘇達/紐澤西/溫莎), described as the largest Taiwanese American scholarship program in the U.S. — TJJ, 2026-01-21 (expands the chapter scholarship records above).
- 2021 WHA joint statement — chapter-level civic participation. TACL’s 洛杉磯分會 and 柑縣分會 appear among the ~45 co-initiating organizations of the Southern California overseas Chinese community’s joint statement supporting Taiwan’s participation in the World Health Assembly (press conference 2021-05-13 in Los Angeles) — TJJ, 2021-05-17; 黃河芬, listed as a TACS-era TACL-OC president above, also appears on the statement’s co-initiator roster.
- 2020 census campaign, wire-service record. The central news copy of the CounTA campaign — TACL urging Taiwanese Americans to check 「其他亞裔」 and write in 「台灣人」 in place of the legacy 中國人 option, with 胡若涵 (Christina Hu) quoted on building Taiwanese-identity community consciousness, and the 「自1990年就開始推動」 lineage restated — is preserved as 2025-06-21 snapshot, the companion record to the English-language campaign works already linked.
- Camp lineage: TACL-LYF (formerly TAYL). TACL’s Leading Youth Forward camp, “previously known as TAYL,” is described in the annual West Coast camp listings as one of the oldest running Taiwanese American summer camps — 2015 camp listings (June 22–27) and 2017 camp listings (June 19–24), alongside the LID Camp already linked above.

-
2013-09-04 — LID Camp, UC San Diego: 42 youths, theme “Connect”. A counselor’s first-hand account records the annual TACL-LID (Leadership Identity Development) Camp at UC San Diego in August 2013 with 42 campers, a Taiwan Night with parents invited, and the camp’s own chronology: this author camped 2001–2003, LID went on hiatus for a couple of years, and the camp rebooted in 2009 — Magic Continues at TACL-LID Camp, 2013-09-04.
-
2014-11-30 — TACL-TAP board leadership in the professional generation. Physical therapist and author Justin C. Lin (The Ping Pong Diet) describes his community leadership record in interview: board member of the Orange County Taiwanese Association (OCTA), Scholarship chair for TACL-TAP, and lifetime member of NATMA — the chapter scholarship work above carried by named volunteers — Healthy Living and Eating, 2014-11-30.
-
2015-05-22 — TACL camp as a biographical through-line. Alvina Ling, editor-in-chief of Little, Brown Books for Young Readers, recalls in a Taiwanese American Heritage Week interview attending TAC/EC on the east coast through 8th grade, then “attended TACL (Taiwanese American Citizens League) camp once or twice” after the family moved to Southern California, describing it as “like family summer camp” — the youth-pipeline record read from the inside — Alvina Ling interview, 2015-05-22.
-
2020-03-28 — Census Day call, in TACL’s own voice. TACL’s own “FROM THE TAIWANESE AMERICAN CITIZENS LEAGUE” message on Census Day urges Taiwanese Americans to check “Other Asian” and write in “Taiwanese,” citing the 2010 gap — estimated 500,000 vs. official count 215,441 — and the stakes for COVID-19 stimulus allocation; the bilingual message links the campaign’s own account @write.in.taiwanese.census — April 1 is Census Day, 2020-03-28.
-

-
2009-07-21 — LID Camp revived after a five-year hiatus. Ho Chie Tsai’s behind-the-scenes account of the planning meeting in a downtown Los Angeles loft documents the comeback: co-directors Jason Tsai and Brian Tseng, ~15 counselors hand-picked through an interview/application process, camp August 5–9, 2009 at Pine Springs Ranch, Mountain Center. The essay also gives the camp’s own lineage — TACL founded 1985 as a civic organization (leadership, identity, networking, citizenship); in the early 1990s a push for second-generation programming produced a youth summer camp originally known simply as TACL (“tackle”) camp, rotating across southern California college campuses, with a winter camp added at its mid-1990s peak before the LID branding took over — The Return of TACL’s Leadership in Development Camp, 2009-07-21.
