History
The NTPC traces its roots to the founding of the first Taiwanese Presbyterian church in North America — the |Formosan Presbyterian Church in Los Angeles (FPCLA) — in 1970. FPCLA was established under the United Presbyterian Church in the USA (UPCUSA, now PC(USA)) system, and the NTPC grew from this foundation to become a national council of Taiwanese Presbyterian churches.
The council’s bylaws were adopted on 1976 年 6 月 23 日 (第六章, ntpc-usa.org bylaw page) and have been amended in 1989, 1994, 2000, 2012, 2013, 2016, and 2019. The bylaw page states: “本會中文名稱為「美國基督長老教會全國台灣人教會聯合會」英文名稱「National Taiwanese Presbyterian Council, Presbyterian Church (U.S.A.)」。中文簡稱為「全美長老會教聯」英文簡稱為「N.T.P.C.」“

The NTPC’s work is guided by the theological vision articulated in |Dr. Albert S. Lai’s dissertation |Toward A Community of Hope — that the church should transcend being merely a haven for immigrants and become a missional community, a beacon of hope and witness to the gospel in the larger society.
NTPC CAN HELP
During the COVID-19 pandemic, the NTPC launched “NTPC CAN HELP” — inspired by the “Taiwan Can Help” PC(USA) initiative — to assist Asian churches with technology and ministry needs. The goal was to raise $30,000 by the end of 2020. As of the site’s last update, 15–20 churches had been helped. Contact: Jason Lin (jasoncylin2@aol.com); Winnie Davis (davis91977@gmail.com).
Membership
Per bylaws 第三章第二條第一項:
- Every PC(USA) Taiwanese congregation is a member church — no application, no lapse.
- Each church sends its pastor + one lay representative as 大會代表.
- Additional representatives: in-presbytery Taiwanese ministers, 區TPC chairs, NTPW/NTPYC/NTPYAC chairs, committee members.
- 五分之一 (5/12) of church delegates = quorum for Annual Meeting.

NTPC Historical Committee (2025–Present)
Establishment
|Rev. Ching Fang Chen (陳清芳) was appointed inaugural chairperson of the NTPC Historical Committee in 2025, stating:
“The history of the Church is a testament to the grace of God—a record not only of divine providence but of the fellowship, labor, and witness of God’s people through the ages. Half a century has passed in the blink of an eye. Many of the pioneering stories and tear-stained testimonies of those who sowed in faith are at risk of fading as the generations who lived them grow old and pass on. Without timely preservation, these precious memories may be lost to time.”

陳南州牧師’s article “如何保存與傳承 NTPC 的信仰歷史” (ntpc-usa.org/靈修與學習/) explores identity in diaspora through Judges 17–18 and Paul’s contextualization (1 Cor 9:19–23), engaging CWM/WCC mission theology (1982, 1999, 2012) and the Matthew 25 vision.
